CE-craft is a unique tool dedicated to helping builders of narrowboats, widebeam canal boats and Dutch-style barges meet the requiremnts of the Recreational Craft Regulations (RCR). In a single package, it leads the user through the process of RCR compliance from the very start.
The inland waterways boat building sector is unusual because in addition to the sale of fully completed boats, there is a significant market for boat builders selling part-complete boats which are fitted out by private individuals.
Although boats built from scratch (including construction of the hull) by private individuals for their own use may be exempted from compliance with the Recreational Craft Regulations (RCR), in reality, very few people have the necessary skills to do this.
This means that the overwhelming majority of boats, irrespective of whether they are supplied as shells, part-complete or complete, are required to be fully compliant with the RCR.
Compiling the documentation which shows how the boat complies with the various requirements of the RCR is a time-consuming and laborious process. Selecting which sections of the supporting standards apply to the boat in question can be a minefield.
In addtion, the type of documentation supplied with the boat must be appropriate to its state of completion. These are problems that most boat builders do not want to think about!
As soon as the user starts to enter data about the boat, CE-craft begins to display the requirements that are applicable. So, if the boat is electrically powered, the sheet for assessing electrical propulsion will appear.
According to the boat’s state of completion, CE-craft will also determine what type of documentation must be supplied with it. A fully completed boat must be supplied with an Annex IV Declaration of Conformity, Owner’s Manual, UKCA Builders Plate and Watercraft Identification Number whereas a bare shell would simply require an Annex III Declaration.
